Windows 7 BOOTMGR is missing?? new hard drive installation

[FONT=helvetica, arial, sans-serif]Hey if anyone can help me out with this it would be hugely appreciated.

Basically i put a new hard drive into my laptop and tried to install windows 7.
It keeps saying bootmgr is missing, press ctrl + alt + del to restart.

The OEM windows 7 disk is inside my cd-rom drive and i went to the bios and put the cd/dvd as first, and the hdd as second, pressed f10 (save and exit.) and still no luck.[/FONT]

you know what i just noticed my laptop has 2 hard drives, (they were in different locations). i just installed the second one and now i have a different message. it says "reboot and select proper boot device or insert boot media in selected boot device and press a key"

i downloaded a ISO image on microsoft.com, used some program to put the iso on a flash drive and now it works, im in the setup screen on windows, thanks for taking your time to help out :)
