Windows 7 Cannot set a Default Program

I need to set Wing 101 as the default program for .py files. I use the traditional method where one goes to right click on the file>open with>choose default program>browse. After locating it in the Program Files, I select the application, but my selection does not save when the directory closes and is unable to be set as a default program. There is also the method where one clicks on the Default Programs button in the Start menu...however, that ultimately gets me to the same place. The only way to open the .py files is to open files through Wing 101. This is quite a nuisance.

I need to know why Wing 101 will not be set as an option for a default program and how to make it one.
 
Go to control panel > default programs > associate a filetype and see if a different program has already locked the .py extension
 
In Control Panel\Programs\Default Programs\Set Associations you have to navigate to the .exe of Wing 101
