Windows 10 Can't access Safe Mode: missing from Advanced Startup Options

Hi. I'm trying to access Safe Mode.

I'm accessing the Advanced Startup Options screen (by Shift + Restart) but the only option there is "Turn off the computer". I also tried pressing F8 during boot but that also didn't work.

I remember Safe Mode showing up as an option 2 or 3 weeks ago. What could have happened and how could I fix it?

is it possible for either you or a friend (also running Win 10) to create a Recovery USB/Disk? You can then use this to boot from, enter the recovery console and boot into safe mode:
