Windows 7 Can't Run Programs as Administrator: Seeking Solutions for Windows Access Issues

Hi, I tried to run cmd as administrator in every possible way but my pc doesn't react at all. I've noticed that this is a general problem and i can't run any program with administrator privilileges. My account is the the only one, any advice?

I would create another administrator account and see if it helps, especially if you've upgraded Vista to 7.

If not, then Run > GPEDIT.MSC:

START > RUN > GPEDIT.MSC > USER CONFIGURATION > ADMINISTRATIVE TEMPLATES > SYSTEM > FIND PREVENT ACCESS TO THE COMMAND PROMPT > RIGHT CLICK > PROPERTIES > CLICK DISABLE > OK > REBOOT
