Windows Vista can't save downloaded file in comp

Hi,

I just had a quick question.

ok, so when I try to download a file from internet to my computer, I get this message:

C:\Users\Craft\App Data\Local\Temp

and it also says that it could not be saved because you (me) cannot change the contents. (I am the admin on my computer, so why can't change it?)

So what do I do?

(P.S.) I also want to know what program can permanently get rid of programs after I already uninstalled them, because they seem to be leaving a trail behind on my computer and I think that is what is causing this message.Also, If you can tell me what program there is for windows vista home premium SP2 64-bit please.
