Desctop issues

    Can anyone pls tell me how to put a folder full of shortcuts in the upper part of the desktop. On XP was easy - you just take the folder and move the mouse up as high as possible and than the folder stays like an upper taskbar with shortcuts that can hide. On Vista was quite not so easy but i managed to do it too, but now with this Windows7 is impossible!!!!
    All i want is to put the shortcuts of programs i use often in a place where i can reach them fast and easy - i don't like having my desktop being like a Christmas tree:mad:
    I would be really grateful if someone can tell me how to do that with the folder, or a new way to access fast and easy program exes :)
