Windows 7 Gadget check list isnt showing up.

When i right click on desktop and go to Gadgets. The box where you can add and enable gagdets doesnt appear. I already have the CPU and Calender gadget but I need to add the weather gagdet for my boss at work. I went to control panel and when i click on anything that deals with gagdets. My computer just sits here and does nothing. Why is it acting like i didnt click on it when I did?
