It's based on a very well known sci-fi series of books focusing on the struggles over a substance only found on one planet.

lol well done, a special mention for this game as it started the era for 3d C&C games, with Generals using a slightly upgraded engine.
 
Ok so I'm deliberately trying to be tricky with this one... (he says as Highwayman guesses right first go)


 
looks like Mafia 2's mini game... that said graphically it's more like Mafia 1
 
"The Saboteur" would be my next guess... as ya play a race driver from that sorta era
