Windows 7 Help Needed: Security Center Disabled and Browser Redirects to Bidvertiser.com

Something keeps disabling my security center. I start the service and after about a minute it disables. Also I get redirected to SECURE. BIDVERTISER.COM and cannot get rid of this cookie! I have tried all the antivirus and malware progs! PLEASE HELP!

Believe me I have tried Malware bytes and superantispyware and spybot, and Avast boot scan! None have solved my problem!
