Windows 7 How to Access Windows Contacts After Upgrading to Windows 7 from Vista

I just upgraded to Windows 7 from Vista and do not have a Windows Contact icon in my Start Up. I have yet to figure out how to open Contact or add a short cut to my desktop.
Any help would be appreciated.
