Windows 10 How to add new Tool bar to screen

I have Both Windows 10 and Linux mint 20 Cinnamon installed on this Laptop, and Linux mint lets me put a tool bar on any edge of the screen, How do I do that with Windows. If you looked at my Linux Mint screen, you would see I have 2 Toolbars the run across the entire screen, one at he bottom of the screen and one that runs right across the top of the screen, where I have several applets, one which gives me multiple works spaces, one click takes me to whole new screen, it is like having dual screens on a desktop. is there anything like that in the windows OS

You can't natively with Windows. You'd need third party software to provide that functionality.
