Windows 7 How to gain access to Users\username\Local Settings folder

I'm having a problem with Outlook 2007 and need to access the folder: "Users\(username)\Local Settings". This was formerly in Documents and Settings. Whenever I try to access the folder, even when running as administrator I get the message "Access Denied".

How does one get around this? Is it a Safe Mode issue? I have found in the past, with XP, access to Local Settings to be very helpful.

Thank you very much for any suggestions!

Documents and settings is noiw a system file and, as you nhave found, is not accessible. It is only there, together with other oldname folders. for backward compatibility. By default, you should not even be able to se t unless you have altered the views.
Have a look under "users" - "username" , in Windows Explorer, and you will find the new folder that you are seeking. - Probably the one you want is "My Documents"
