I want to have notifications on, but only want them to pop up when they're received, instead of like 50 new notifications popping up on my screen whenever i turn my pc on, blocking off that part of my screen for multiple minutes. It drives me nuts.

Solution
Click on the notifications icon, then Manage Notifications. You can either turn off all notifications, or choose which apps you only want to receive notifs from.

You can also right-click on the notifications icon > focus assist, then choose if you want to get priority or alarms only.
Not sure if this is what you are needing? But have a look at Settings - System - (On the side panel) - Notifications
Take your time to scroll right through the options, and eliminate those you do not want to see.
