-SP1 has no entries anywhere, so can't be uninstalled
-can't reinstall SP1 again
Can I just remove a file or a registry key to make it think i don't have it (so that it overwrites existing files)?

You shouldn't be deleting random registry values.

It should be listed as an installed update. KB976932.
Windows 7 has been end of life for over a month now. You may want to considered upgrading to Windows 10 or a Linux distro. All Windows 7 licenses should activate under Windows 10.

1-It isn't listed anywhere, is there any uninstaller?
2-Is this forum by anyway linked to Microsoft Support? (as Windows 10 is a disaster in my and many others opinions)

but this caused problems with .Net 2.0, and I can't run System Restore and other system appsIf it isn't listed then it's not removable, and no we have no affiliation with Microsoft.

system apps like System Restore aren't working, Can't Update to IE11, and also this button is not there:
