So i cant turn on the optimized downloads, because "some of these settings are hidden or managed by your organization" but, i dont have any school, or work accounts linked. Does anyone know how to fix this?

That message typically means you have some GPOs in place (assuming you're using a Pro license) or via manual registry editing on a Home edition.
GPOs set directly via registry will be in
HKLM:\Software\Policies\Microsoft
or user based
HKCU:\Software\Policies\Microsoft
GPOs set directly via registry will be in
HKLM:\Software\Policies\Microsoft
or user based
HKCU:\Software\Policies\Microsoft
