Windows 7 Installed Build 7600 and says this edition does not support themes

So I first noticed when I installed my latest edition that Aero was not enabled and no "transparency" effects, I then when to right click then go to Personalize and it says "This page is not available in this edition of Windows" whats wierd on my previous install it was there, so I don't know why it is saying this. All is good activated and all, just no Themes and Transparency effects. I downloaded several themes and when I try to install it says "This edition of windows does not support themes".

So I had this already installed and themes were there and just installed on my laptop and themes work. Why would it not work? Any thoughts or potential resolutions?
