Windows 7 Jump List Tasks Not Appearing

I recently performed a clean install of Windows 7 x64 on a laptop. However, Application tasks are not appearing in the Jump List. Certain features such as closing an application's windows or unpinning a program from the Start Menu/Taskbar works, however. I've tried various solutions, such as clearing the %APPDATA%\Microsoft\Windows\Recent\AutomaticDestinations folder and pinning/unpinning programs from the Start Menu/Taskbar. I also tried the solution posted here: http://windows7forums.com/windows-7-support/23971-jump-list-tasks-not-working.html. Nothing works.

Does anyone know why this might be happening and if there is a workaround?

The laptop is a brand new Dell Studio XPS 16 with an i7 processor, so that's not the problem :\
