Windows 10 Network folder empty with surface pro 3.

I often find that when I click on "Network" in windows 10, the folder is completely empty. I was able to reinstall the printer and get it to show up, but it now it's always offline. (I can print to it from other Windows 10 computers on my network).

More important, I can't see my Network drive at all. Again, I can see this drive from other computers on my network just fine.

I sometimes can get this to work if I go into device manager, uninstall all of the hardware adapters, and then do a "scan." But it doesn't seem to always work.

I'm using a surface pro 3 and everything is updated.

I've read other threads where other users have their wireless going down completely, but in my case I do have wireless connectivity. I just have limited access to my own network.

Please help. Frustrating that I can't see my network nor print from my own network.
 
Solution
Do you have network discovery enabled on the surface, and do you have the appropriate firewall rules enabled to allow the traffic through? You can also test with the firewall turned off.
