Microsoft has upgraded the network again,

Download is free, all supported systems and lang... the new Adobe patch appears to need this to run Muse on WIndows 8 but it will be required more and more as time goes on.

Saying "the network" is kind of misleading

The .NET Framework is simply run time components for programs developed using Visual Studio and targeting the .NET Framework, in fact you don't even need the .NET Framework unless it's one of the versions that come with your Windows installation, or a program you use relies on such framework, otherwise it is optional.

Also 4.6.1 is the latest version of the .NET Framework
