You cannot obtain a developer license when you upgrade from Windows 7 to Windows 8 Consumer Preview
Consider the following scenario:
•You install hotfix package 971033 (Description of the update for Windows Activation Technologies) on a computer that is running Windows 7.
•You try to upgrade from Windows 7 to Windows 8 Consumer Preview.
•You select to migrate applications, files, and settings.
In this scenario, you may not able to obtain developer license because of a Task Scheduler corruption during the upgrade process.
