Most businesses aparently plan to sit out Microsoft Corp.'s new Windows 7 operating system when it's unleashed in October.

This is because windows 7 will take a while to upgrade for all the pcs buisnesses have. Also most wait until service pack 1 since it becomes stable then. Like many are still on xp even though vista is out.
