I've discovered that my Dell PC does not have Windows RE enabled and is missing the Winre.wim file necessary. Should I worry enough to go through the reinstallation process to recreate the file, which means (I think) loss of certain apps and a lot of general inconvenience to return to where I was? Or is Win10 so stable these days that it's not a problem? I use my machine for personal stuff only. Please advise.

WinRE is the recovery environment and it is not stored on the C partition. It will either be on a recovery partition or you can simply create a recovery USB from any Windows computer, so if you ever need one there are easy enough options.
