Windows 7 Nvidia drivers issue with screen scaling

Has anyone else noticed that the nvidia control panel on all the win7 versions of their drivers seem to have an issue in that you cannot lock the flat panel scaling correctly? i've noticed when i tested on a vistax64 driver (182.50) it worked correctly, and even the new 186.08 driver has this bug.

I have the exact same problem - it makes games that don't run at my monitor's native resolution look *terrible.*
