Windows 7 OEM windows disk help please

Hi folks, firstly I apologise if I am missing something obvious here, or if I have missed a thread... here goes

Basically I want a fresh install of windows on my daughters PC. The Laptop was a referb from ebay, and has a referb licence as shown in the image.

Trouble is that I cannot seem to find a valid download source for windows 7 home premium (qgf-00071)

If I enter the licence number on MS's website it tells me to contact the vendor. I just don't know who that is as we purchased this laptop two years ago!

There is no partition on the hard drive with an image.

Can anyone please help with any ideas?

That's a Dell computer, you would need to contact them to get a install disc for that computer.
