Windows 7 PC shuts down

When I plug a USB device in my computer shut down as though something is shorting out. Also got another problem when starting some software up the screen flickers for a while. Could anyone suggest what the prblem might be.

Have you performed a clean install of Windows 7?

Did you build the computer?

Do you have some type of USB hub attached?

I suppose something a small as a flash drive shuts the sytem down, and how exactly does it shut down? A bluescreen, or just turn off?
