Windows 7 Plugged in, not charging

Yesterday was the first time that I tried to use my laptop with Windows 7 on battery. I upgraded 7 from vista as soon as it was available. I got it down to 49% but then when I plugged it back in to charge, it wouldn't charge. It would simply say that it's plugged in and not charging. I know in Vista, there was a way to set the battery settings so that it would charge if it was under a certain percent. Is there a way to do that in 7? What's going on?
