Print screening with the mouse cursor

Does anybody know about any software available to drag a cursor over an image on the internet and PrintScreen that you can then paste? avoiding having to print the screen the whole screen and cropping the image, which loses image quality.

This would be very similar to Paint where you can also drag a box over a section of an image and then move that section around or copy that section of the image.

Any suggestions would be very helpful,
