You mean after the logo show up of Win8.1, the windows restart?. Specify your machine details as if it is a laptop or PC one and the details of how many Rams and GB of Hard Disk and Video card and all. Win8.1 need a touch screen and also a high video graphic one. Wish that you tell all about your device and restart means you need to see the details of your device if suitable for installing or not installing the Win8.1 on your device.
