Windows 7 Problem opening program

Hello, for the past 3 days I’ve been trying to open up a program on my computer called AdvSubmitter-v4.5-Registered the program worked perfectly fine when I was running on my windows xp desktop but now I just don’t know what’s going on, I’ve tried the troubleshoot compatibility program and tried to make it windows xp sp2 and windows xp sp3 mode but nothing I open the program confirm I want to open it and then nothing the program never opens.

However when I install AdvSubmitter-v4.5-Unregistered it installs fine but when I open it I get the following message:

And the other weird thing when I check my task manager the programs don’t show up under the applications tab but show up under the processes tab.
