Windows 7 Problem with transposition of the icons on Desktop

Hi,friends!
I have a big problem with Windows7 Ultimate RTM.I arange the icons on Desctop,but after shut down or restart of the PC all is transposited :mad: I have tested it many times,but the problem stay :frown:
