Windows 7 RAM Usage 2.99g out of 4g

I'm running windows 7 Home premium 64-bit on a Toshiba p205-6287 laptop with 4g of RAM. When I right click computer and view the properties it says I'm only using 2.99g of the 4g. Do I need to re-seat the memory for it to be totally recognized, or is there some other issue?

Have you just fitted some new RAM? If so then yes, if not then your RAM might be faulty.. (although it could still be faulty if it's new)
