Hello and welcome to the forum.
Try starting it manually in advance, although I'm not entirely sure what that service has to do with your broadband connection. But anyway....
Click the start orb and type
services.msc
and hit enter
Scroll and find the Remote Access Connection Manager service, select then right click and choose start.
If you get the same or similar error then double click it and its' property dialog box select the Dependencies tab
You should see
Secure Socket Tunneling Protocol Service (find it and start it)
and
Telephony

Plug and play
and
Remote Procedure Call

Find them and start them. You may have to drill down to the RPC dependencies DCOM Server Process Launcher and RPC Endpoint Mapper and start them as well.
In any event you should be able to determine what service is causing the time out.
Google and or post back any specific errors you may receive during this process.
Launch an elevated command prompt and type
sfc /scannow
give it some time to finish and see if it finds and repairs anything.
