Windows 7 Resolving Audio Crackling Issues in Windows 7 for MP3 and Video Playback

In Windows7 I Can not play any MP3 , video files audioo crackling ,shattering

Try running the driver in compatibility mode? Also try running windows update as sometimes it will find a more suitable driver...

No not really as it's the same driver.. What about your chipset drivers? In fact anyhting that uses a driver should be running the very latest versions.

Yes I have Installed latest Intel Chipset Drivers ,
Northbridge ATI RS400/RC400/RC410 rev. 01
Southbridge ATI SB400 rev. 80 Do you have any updated link for the above ?
