Windows 7 Restart, Sleep, Hibernate & Shutdown not active

My Restart, Hibernate, Sleep & Shutdown buttons are not active...

I experimented with another computer using Windows 7 and problem starts as soon as register the computer with a domain. The domain accounts have the above options but the LOCAL Machine accounts do not have them.

Is there anyone out there who can help me with is... I have searched the net widely but there no solution out there...

As is shown below, the inappropriate policy is applied on the client machine.

Administrative Templates

GPO: Default Domain Controllers Policy
Setting: Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
State: disabled

Please navigate to HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer and check if there is Registry Value:"NoClose":

Policy:Disable and remove the Turn Off Computer button
Description:Removes the "Turn Off Computer" button from the Start Menu and
prevents shutting down Windows using the standard shutdown user interface.
Registry Value:"NoClose"

If so, please delete it for check.
