Windows 7 TAPi doesn't work

I've got an application using TAPI to communicate via COM. But when I start it, it comes to an error that TAPI is disabled and Modem functions can not be used. When I want to start the telephony panel in controls, it displays the message that the telephony service maybe could not start. But when I navigate to Services, I see telephony running and restarting it doesn't help. I don't get any error message when I restart it.
 
I don't know much about this, but with the complexity of newer OSes, you have to be very specific about exactly what panel or how you start it. It is hard for me to tell where your application is doing or what Windows 7 is doing.

But it appears Telephony is a service that is stared manually an is not normally running. On the services panel, can you stop it?

What application are you running, and is it Windows 7 compatible? Can you run it with another compatibility setting, or as admin?
