Windows 7 Totally impossible Admintrator Rights to take ownership

Hi i have a problem with Windows 7 it doesnt recognize me anymore as admin even if im logged in as the Administrator..

it wont let me
-Open C: -Access Denied
-Open -msconfig
-regedit

-i cant change UAC it keeps on being the highest level
-i cant open Manage in my computer.
-i cant even enable Network Connection
-it cant even recognize the current owner of windows 7!
-i cant take ownership of the folder on right click
-i cant install anything - access denied
-i already tried inserting windows 7 cd to repair windows 7.. but it wont let me

but i can run cmd... i cant run safemode- BUT if i pull plug of my computer i can choose to run safemode when bootup starts thats when i can use msconfig, cmd

i already tried everything but i cant fix this problem,it has already boogled my mind to the highest level

If you boot into SAFE MODE, can't you take ownership then?
