Windows 7 Transparency of Taskbar

Is there was a way to adjust the degree of transparency of the Taskbar and System Tray?

Only slightly.
Right click an empty spot on the desktop and choose personalize.
In the resultant window select the icon on the bottom that says Window Color
You can choose a lighter color to begin with if that's what you are after and then
slide the color intensity bar to the left to lighten more or to the right to darken
