Is this over an W7 machine?
try restarting "network location awareness"

I upgraded from Windows 8.1 Pro to Windows 10 pro will this work? EDIT:- Restarting Network Location Awareness did'nt work

Make sure you have enabled Windows Store to stay up-to-date in Settings->Privacy->Background apps. If it doesn't work try this Store Cache - Clear in Windows 8 but also keep it up-to-date.
