Windows 7 Trouble with USB Recognition After Computer Restart: Seeking Solutions

Every time my computer is restarted all the usb but one (which I have plugged the mouse into to do the following) need to be uninstalled, followed by Scan for new hardware so that windows will recognise them and install them all over again. Obviously this is a drag so can I do anything sort of a format to fix this?
