There are a lot of reasons you could be having an issue.  The most common would be an incorrect configuration, a problem with the DHCP server (this is likely on your router) or a firewall configuration issue.  I would reconfigure your system for DHCP on the adapter configuration.  Download or copy this script to that machine 
Network Diagnostic Information and run it as administrator (right click, 'run as admin') and upload the log it likely will tell us what the issue is.
