Windows 7 Unable to Change System Locale

I'm currently trying to change the language for non-unicode programs on my HP All-In-One Touchsmart computer to Japanese. However, when I restart the computer, I get an error saying that my computer was unable to start and it takes me through a startup repair process which ends up saying it is unable to repair the problem. I was able to get my computer to start again by using the last good configuration option, but I've been unable to change the system locale. I have the language pack that I wanted installed and I have tried a clean boot. My OS is Windows 7 Ultimate. Please help. Thanks.
 
When you say you've tried a clean boot what do you mean exactly, have you ran "sfc /scannow" before attempting the locale change?
