The sure way is to boot into Ubuntu and use it to move the file.
I know that seems kind of extreme but I have a Ubuntu disk just for things like this.
It's easy to make a disk and if Windows crashes you will always have a way to get into your computer and save things before reinstalling.
The "This Program is Open in another Application" messages are frustrating because unlike the permissions errors it's almost impossible to override them.
I assume you have already copied the file to another location.
If you have Malwarebytes installed it has a forced file removal app called File Assassin under the more tools tab.
I haven't found that it will always work but you can give that a try.
