Windows 7 Unable to format usb devices

For the last 2 or so months I have been unable to format to or read usb thumb drives that are FAT or FAT32, I tried everything that I have read but none of it worked. I recently discovered that I am now unable to format to NTFS too, I can still read it but wonder how long until that goes away too. I really need some kind of fix. System restore doesn't go back far enough.
 
Solution
Try these steps and tell me if it works:

1. Right click My Computer and select Manage.

2. Open the Device Manager and find your USB drive under the Disk Drives heading.

3. Right click the drive and select Properties.

4. Choose Policies tab and select the "Optimize for performance" option.

5. Click OK.

6. Open My Computer.

7. Select Format on the flash drive.

8. Choose NTFS in the File System drop down box.

9. Device Formatting is completed
