Windows 7 Unable to set a picture as background

I'm an admin on a Windows 7 PRO 64 bit
Problem is I can't set an image for my wallpaper or I can't change my wallpaper
I did a sysprep on a ref machine and since reloading the image(with imagex) I can't change the background, it's black and there is no way to set an image as a background, tried all procedure from microsoft not one works, when I go in personalization i can see the different background picture and when I select it i see the changes happening in the personalization window but the background doesn't change.
I can change the color of the background and taskbar but the background picture doesn't change, tried bmp's and jpg's still same issue

The only way I can set a picture is by using the Policies : user config / admin templates / Desktop / Desktop / Wallpaper (path ay differ I translated from french)

Also tried to use the registry... not working (still i activated Active Desktop to make sure)

The only thing I can see is when I prepared the system for sysprep I renamed the customized profile to be the default profile
and did my sysprep and maybe the problem is there but what is it ?

Any advice would be appreciated
