Windows 7 Want to rotate the picture on the moniter-Ok in XP no go on Windows 7

I want to turn upside down the picture on the moniter. We could do that before in XP but just upgraded to Windows 7 and it will not work. We have tried the I rotate 1.37 XP/Vista?win7 with no luck. Any suggestions????
