Windows 7 Windows 7 Service Pack 1 language packs (Kb2483139) error code (8007002)

Hello! I get error code 8007002 when I install language packs(English).

I'm sure installed the English language pack on my computer and switch to English.
After reboot my computer it show up original(Chinese language).
Than I check my computer is show currently Display:English
I try to switch to english again but can't find English language pack in my computer.Than I download it again and reinstall again.during install get a error code
8007002.I have tried the Microsoft suggested solution. (deleting Software Distribution, somthing like that)but still not work.Please help

You should find it in Control Panel/Region and Language...etc.
