Windows 10 Windows always acting like I am holding tab

I have attached a link to my problem, my problem only occurs in the start menu, notifications tab and settings, I am not pressing any keys in this recording. any help is appreciated Clip Link

I would try a different keyboard and also test in safe mode.
Report back if the issue goes away with either of these
