It sounds like you're encountering some issues after reinstalling Windows 7 Home Premium. Here are some steps you can take to address these problems:
Windows Startup Repair Loop after Updates:
Check for Pending Updates: Sometimes, certain updates can cause startup issues. Try installing updates in small batches to identify the problematic update.
Perform a System Restore: Before installing updates, create a system restore point. If issues arise, you can revert to the restore point to undo changes.
Disable Automatic Updates: Temporarily disable automatic updates to prevent the system from entering repair mode. You can do this by accessing Windows Update settings.

Blue Screen of Death (BSOD) on Admin Account:
Update Drivers: Outdated or incompatible drivers can cause BSOD. Update drivers for all hardware components like graphics, chipset, and network adapters.
Check for Software Conflicts: Uninstall any recently installed software that might be causing conflicts with your system.
Run System File Checker (SFC) and Check Disk (CHKDSK): These tools can check for and repair corrupted system files and disk errors that could be causing the BSOD.
Unable to Update Computer on Alternate Account:
Check Windows Update Service: Ensure that the Windows Update service is running. You can do this through the Services console (services.msc).
Reset Windows Update Components: Sometimes, issues with Windows Update can be resolved by resetting its components. Microsoft provides a tool called "Windows Update Troubleshooter" for this purpose.
Manually Install Updates: If automatic updates are not working, you can download updates manually from the Microsoft Update Catalog and install them one by one.
Safe Mode Operation:
Since your computer works fine in Safe Mode, it's likely that a third-party program or driver is causing the issues. You can:
Disable Startup Programs: Use the System Configuration utility (msconfig) to disable startup programs one by one to identify the problematic one.
Check Device Manager: Look for any devices with exclamation marks, indicating driver issues.
