Windows 10 Windows won't allow shutdown and is keeping me out of settings

When I press shutdown nothing comes up. I've read lots of different ways including alt f4 and it closes shutdown immediately I also can't get into certain settings. Any ideas?
 
Solution
With odd behavior like this it's a good idea to run a couple corrective commands. From an elevated command prompt run the following

  • sfc /scannow
  • dism /online /cleanup-image /restorehealth
If you get any messages other than no problems found, reboot and repeat the commands.
