Did a fresh install of Windows 7 64 bit, IE10, and installed Windows Live Mail 2012.
But each time I try to open it I receive the message that "Windows Essentials has stopped working." The details:

I would uninstall Windows Live (the whole thing) and reinstall it. Use the advanced option of the Revo uninstaller. And don't reboot when it asks you because then Revo could not finish the cleanup.

Solution
I have seen some mention on the net about an Nvidia being involved in your situation. The Nvidia driver you show in the error (nvdxgiwrap.dll)is not the latest version, but I have installed the latest non-beta release of the drivers for my video card.

Maybe IE 10 has generated a need to change some drivers and an update of the Nvidia drivers might help.
